Half the pairs are deliberately close, the same digits in a different order (4,608 and 4,680), so the comparison has to go place by place instead of at a glance, and about one in ten pairs is equal. Digits run from 2 to 6 by setting.

Why are so many pairs almost the same?
Comparing 9,000 to 2,000 needs no method. Comparing 4,608 to 4,680 needs the place-by-place rule, which is what the page is for, so half the pairs are built by swapping two neighboring digits.
